Awesome. We're live. So we're just gonna give it a one more minute just so folks can make their way into today's event. Thank you guys so much for being here today. It's gonna be a really great webinar. We're gonna be covering a lot of, really great material today specific to Oasis plus. So, as you're joining, feel free to, you know, add some information about who you are, what firm you work for, you know, any consulting business you do, any LinkedIn information. Really use this time to network and meet other people in this event today. We have a lot of great people here ranging from small, mid to enterprise, all roles in government contracting. So it's gonna be a really great webinar, really great networking opportunity, and we're gonna start in just one minute here. Cool. There's a lot of familiar faces out there today. Hi, Natasha. Alright. So we're gonna get started. Alright. So today is session two of a three part series that we're doing at Govdash covering Maps, Oasis plus, and Megatron. These are, you know, some of the hot vehicles that are gonna be, largely controlling next year and, you know, we're largely controlling what's happening today in market. So I'm joined by some really great experts in this field specific to Oasis plus. So we're gonna be getting into the details of everything that's happening with it right now, but also the history of it as well. So there's gonna be a lot of information. As we go through it, please put your questions in the chat here. We have two sections of the chat, a main area where everyone can network, but we also do have that q and a button. If you wanna ask your questions there, we will get to all of them at the very end, maybe some even during the webinar itself, but please put any and all questions you have. We have Dan, Katie, and Eric here today that will be getting to all of the questions, and let's get started today. Alright. Alright. So like I mentioned, today's session two. We initially covered the Air Force's Megatron vehicle last month. Today, it's all about Oasis plus. In the next month, we're also gonna be talking about MAPS. So it's a huge consolidation of an army vehicle. A lot of developments happening. I think this... Just yesterday, there was a new announcement on it. So it's really a great time to be talking about these vehicles and how they're gonna be impacting, the new year that we're already in, twenty twenty seven of government contracting. So this is gonna be a forty five to sixty minute talk. We're gonna save time for q and a at the very end. Please send any and all questions under that q and a tab. After this event, everyone will be getting an email with the on demand recording. We also have some really great assets that we've created for you guys today to use as a resource. So after this, everyone's not only getting the on demand video, but they're getting this full slide deck that has links, within it, some extra data, extra resources. So use that to your advantage. Look out for that at the very end of this webinar. I get that out as soon as we're done with it. We're we're also gonna be covering, my newest reports, AI and government contracting. There's a lot of developments with AI and how it's specific to government contractors. So a lot of information to get out there today. And this is all totally free for you guys. And if you have any questions about it, just please put it in the q and a, and we will get to all of them out there. Alright. So today, I want to introduce some amazing people that are saying yes to me. So thank you for that, but also joining to talk about, you know, what they know in this field. These are experts that have been, specific with Oasis plus for years. If you know Katie Helwig out there, she is the number one voice for Oasis plus. So I'm so happy to have her out here with me today. She's the president and cofounder of Mildred, and we will have some information at the very end. If you wanna connect with her, to talk strategy business, she is ready to go for that. We also have Dan and Eric. Dan is the chief growth officer and Eric, the founder and CEO of Encompass Consulting Group. They are doing amazing work with small business, you name it. So, again, at the very end, we're gonna have information of how you can connect with them and have really great meaningful conversations. Alright. So the start of what today looks like, I always like to present you guys what exactly you're gonna be getting out of this webinar. There's nothing worse by just listening to a whole hour and then leaving with no actionable intel. So today, we're gonna actionable intel. So today, we're gonna make sure we're covering all our bases. So we're gonna start off with just what Oasis plus is, why it matters. Hopefully, everyone joining today is, you know, familiar with Oasis plus in some shape or form. So we're gonna be detailing what happened last year and what's happening currently, everything with this vehicle on all pools. Katie was... Katie was able to pull some really great data for 2026. So we're gonna be looking at what happened last year with awards and historical performances, to really forecast what's happening, in the future here. And then Dan and Eric, we're gonna be talking about what it means to actually get on Oasis plus compete for the past quarters, and recompetes that are coming down the line. And alongside that, it's teaming, positioning, and what your firm needs to be doing right now to be in the best position for next year. And then again, at the end, q and a, please put your questions in that q and a chat. We already have some going out here. So thank you for that, and we will have time to get through all of it today. Alright. So I really wanna start off with just getting, you know, a great measure of who is in the room today. It's, you know, who... Where are you on your Oasis plus journey? You know, are you a small business? Are you both? Are you unrestricted? Are you not yet on it? You're planning for next year or this year? So I'm gonna put that out there today. If you guys just want to answer that, we have a poll section in our chat, and you're able to answer that. That'll help us get a a really good measure of who's in the room and what we need to speak to and cover to today. So I'm gonna check that really quick. Thank you guys for putting your information in the chat. It's always great to see. Alright. It looks like we are getting ton of votes out here, so thank you. Yeah. Again, the question was, where are you on your Oasis plus journey? It looks like majority of people in this room today, and for the panel to know is small business, but also a ton of folks that are not on it yet, they're planning for this year. So hopefully, that gives you guys really good information about who is in this room and what we're gonna be covering today. It's always really interesting to see, you know, who joins meetings like this. So we're definitely gonna hit small business, what it means for you, but also, you know, firms and folks that are planning on getting on the vehicle, this year. So thank you guys for filling that out. Alright. So I'm gonna start us off just, getting a brief overview before I hand it to these experts today. But small businesses, it's really important to know. And when I look at the data that Katie was able to pull for me, it's it's great data. It's, has so much that you can pull from it. And the number one thing I'm seeing out there is that small businesses are winning a real Oasis plus orders, and that happened with the legacy as well. Katie can, you know, totally cover that whole basis. But when I look at the data, it's about 270 different small businesses that win on Oasis plus. And about, you know, just under 200 of those firms won exactly one task order or contract. That's up to, I have 33% of the small pool business, dollars here actually went to the top 10 firms. So it's really interesting to see, you know, when you're able to pull data like this of a historical performance of the vehicle, especially a legacy one, and you're able to see who won on it, what kind of businesses, what percentage of it did, you know, a certain amount of dollars, obligated get, put into, you know, specific firms out here. So we were able to drill down on you know, exactly who was winning, who they were working with, and to get some really great capturing insights for forecasting this year. So right now, I'm gonna hand it over to Katie. She's gonna be covering everything that happened, this past year, 2026. And there's so much to go over here. So, Katie, I wanna give it to you, and we're gonna just start rolling the ball here. Katie, take it away. Sure. So just a little bit of caveat here. And hello, everybody. Thank you for joining. I love the data. I love talking Oasis plus. I've been following it for over six years now. And also shout out for Orange Slices, who allows me to, really geek out and do an Oasis plus weather report each week that shows up on Fridays in a recording and shows up on the Encompass Oasis plus website on, on orange slices. So, I love I love talking about this. Okay. So there's a couple of things. When I pull data and this is the FY twenty six closeout sort of. Meaning, you know, we were still in that ninety day lapse time for DoW awards. So, you know, we... We're gonna... To get the true landscape of f y twenty six, we kinda have to wait until December 31. But what I did is I pulled all of the data so far on OASIS plus. So these numbers are that cover, everything that closed out on, October 6. And so it's from the very beginning until now. So we've had over 552 task orders, 340 companies who have been awarded and no small feat here. Total obligated in the billions of dollars, 2.12. Total potential, 16.78. We have over 21, various agencies or departments who have used the vehicles, and there's a total of six contract families. Those families are the unrestricted contracts, small business. Then we have the socioeconomic the eight a the women owned the SDVOSB and the HUBZone. Next slide please. Okay. So for the various landscapes, we thought you'd wanna know who's winning where. Unrestricted, we have Leidos as the, one that has the highest in obligation and, potential value. For small business, we have Aussie systems that kinda sits between unrestricted and small business. There's still small business in the r and d domain and still winning lots of work there, mostly in the HTRO world. For eight a, we have Revit, operations company. For the SDVOSB contract, Advanced Concepts right now is pulling on top for the women owned DNG support services for the HUBZone right now. The... I can't even pronounce that. I think it's Niamat. I'll try that. But very healthy numbers. These are the companies to watch if you're trying to figure out how to win. Take a look at these companies. Look at their websites. Look at their social media. Look at their contract wins, where they're winning. And if there's ways to emulate their successes, always look for those as being case studies to be able to, you know, kind of tweak what your processes are and see if you can jump on the winning bandwagon here. Small business families, they hold, out of the 552 orders that I pulled, 408 of them. And they have 59.4% of the reported obligations. So, again, this number continues to grow. This is just the OASIS Plus contract family. This does not incorporate the OASIS legacy. So these are all that's been recorded so far. Again, that ninety day lapse these numbers will increase substantially and the leading awardees may change as we get more of the DoW contracts that were awarded in Q4. Next slide please. Okay, what does the landscape look like? And for those who are, tracking, DOD is still the number one, user for the OASIS Plus, for the Oasis plus, contract vehicle. DHS is, doing quite well on it as well. They have increased it. If you remember a few years ago, they kind of changed their, their internal processes and included best in class vehicles as part of their internal vehicles about five years ago, I think it is now, when e... When, their, tabs and other vehicles kind of sunsetted. So they have been active users. GSA uses it for themselves. HHS is pretty healthy. State department used it on occasion. Justice department, we're definitely seeing an uptick here, and treasury has some healthy work on it as well. What we are going to see moving forward, it's going to be, interesting as CIO SP three sunsets I think it's sunsets this month Eric is that right or Britney yeah so this month that there might be opportunities to move some of that work and that recompete over to OASIS. Folks say, well wait a minute, you know, CIO SP3 is an IT vehicle, OASIS is professional services. This is where your capture teams come in. Keep in mind to leverage OASIS Plus for professional services, it's just 51% of the work or more has to be couched as professional services. So we do see a lot of emerging tech, we do see a lot of IT on the Oasis plus contract families. It is way how you couch it and way you capture it. You think of all the reporting, your stakeholders engagement, emerging tech communications, all of that can be considered professional services. So that I see I see a really good chunk of c I o s p three recompetes having good possibility with the proper shaping and capture conversations move over to the oasis plus vehicle moving forward. As you see for us, the numbers are high. Aussie systems still in the DOD area as number one and some, companies that you know the Deloitte's, the CACI's, GDAIT's, have quite a healthy presence on this vehicle. Next slide please. Okay so those were kind of the, departments here are the agencies for those who may not know the air force was actually the number one person who, on the legacy OASIS GWAC, was the first one to sign on with their, MOU, and they're still the healthiest user of the vehicle itself. 130 orders. Army is not far behind, 55, in dollars. You know, it seems low, but it's still very healthy. And then, HHS is moving forward. Coast Guard. So interestingly, something to watch within DHS, the Coast Guard has the most number of orders and they're kind of in the lower threshold of orders, but there are many. So if that is an area of focus for you and you want to get into the Coast Guard or you have past performance in the Coast Guard, that is something that you need to keep watch on because they are using this vehicle for their smaller orders. What do I mean by smaller orders? Still like 2,000,000, 4,000,000, 6,000,000, in total, contract value. So something to watch as the data continues to progress. DHS ICE used it quite a bit. And then we have CDC, which is kind of a offshoot here, but they use OASIS Plus quite a bit. And so we see, the potential for HHS and other, areas to leverage this vehicle, and kind of take hold what the CDC has started. Next slide, please. Okay. So this is an interesting snapshot. So the other data I pulled from, HireGov, and that's kind of real time contract awards as they develop, or as they are, advertised. And this information, there is a website that GSA puts out. It's called d two d OAS plus d two d decisions. Unfortunately, they don't update it on a regular basis, so the data that's there is very useful, but it is not up to date. So for instance, I pulled this information back in July, and the data has not refreshed since then. But what this information provides that the other data is... Does not is the domain use within the vehicle. Not very easy to kind of extrapolate because it... There's a little, some, kinks along the way, but with some love there, was able to, get the specific domains identified to give a snapshot of where... What domains are being used. So it may not become what and how you can use this data. Right? So the first one, management advisory domain, That is the most used and I call it that the generic or the catch all domain. It has a variety of functional areas that, that can be couched there And that's where the... You're seeing a lot of the RFIs and the MRAS surveys start because it's sort of like the catch all. If you're going to equate it to the legacy OASIS vehicle, think of this as OASIS pool one. So... And so the orders are definitely hefty there. Again, the, agency should... In the m and a domain is the air force, and, the obligated dollars are nothing to sneeze at. That's for sure. The second which I consider the generic domain is the technical and engineering domain. That is, you see less there, but the dollar amounts that, are, are competed are a lot higher. So even though if you look the orders 80 compared to 225, the dollar value or the op... Total obligated value is not too far away from the management advisory. So, that is something to look at. Then I call the... So I consider those two as the generic domains. If you're looking or if you can only, compete for one domain, do your very best to get on the M and A domain. If you can only do two, do your very best to get your M and A in technical and engineering domain. Those are where you're going to have the most visibility for the opportunities that come your way. The other domains I consider more specific domains. So they're either shaped that way, they may have started off as an MRAS or as a, RFI in the generic and through responses, people move it to the other domains. And why that I call more specific is, the past performance that you need or the functional areas that, require, qualification are a little bit more stringent. So they're they're more narrow. So r and d domain, it is, less, but, again, dollar values are high there. Intelligence domain facilities. Facilities domain is an interesting one. It is a new, functional area for the OASIS vehicle, but we're seeing a lot of opportunity being, RFI'd there. And one of the reasons being is that the BMO, previous vehicle known as the BMO has... Is sunsetting and they are moving that work from that vehicle over to the facilities domain under OASIS Plus. So something to look at as more information and more, opportunities are moving into that domain. And then you have logistics. We don't see a whole lot yet on logistics. Again, that's a shaping opportunity, capture situation, start maybe maybe started in technical and engineering, and some, through responses moved it over to logistics, environmental, etc. So, definitely, this is a free website here from GSA, hopefully with more resources that they will take a time to keep the data more current, but it's worth keeping tabs on and getting that data to see some of these numbers that are available. Next slide please. Okay, Alright. so I'm going to pass over to Eric. I did see a couple of questions, though. How long is it taking for GSA to, award once you submit? That's a difficult one. I think the the three months is hopeful. I think that's where they wanna be, but I think you have to look more towards six month window. And if you're still planning to submit a proposal, give your... You and your team time, at least three months. Eric may... Eric, I'm gonna have you, talk about this too, but a minimum of three months on your side to prepare all the documents and things to be able to submit. I'm seeing five months for some depending on their area of focus and support, but if it is something that you're considering, do not delay. It takes a lot of time to put a proposal for, together to submit for OASIS Plus. Alright. Now... I will get on mute for now, and I'll let you take it from here. Alright. Awesome. Thank you, Thank. you so much, Katie. Go ahead and take it away, Eric. Alright. Thank you, Katie. Thank you, Britney, and thank you everyone for being here. It's a a pleasure to join everyone and talk about one of our favorite hot topics here in Oasis plus, something that, like Katie, we've been, talking about at Encompass for many years going back to the original OASIS. And then as soon as GSA started first contemplating the follow on, and here we are today, OASIS Plus, and it's up and running. And it's exciting, and I love all the data that, that Katie presents, and all the analysis that she puts into it. And then the question is, what do you do about all of that data, and where do we go from here? So if you go to the next slide, please. You know, the the question is, first of all, how do you get onto the contract? If you're not already on OASIS Plus, you have to get on it, before you can do anything about it. Or if you're already on Oasis plus, maybe you won one domain right out of the gate or a couple, but now the grass is always greener and you're looking at some of the the metrics that Katie shared and you're saying, oh, this other domain that I'm not on looks interesting also. Maybe I need to get onto that and add new domains. Those things are certainly possible. So we've got, in the first bullet here a list of the original eight domains that you saw listed in Katie's metrics. And then the second bullet there are the new domains that GSA added starting, this year in January when they opened up what they call phase two. So on ramping onto the original domains and adding those new domains, business administration, marketing and public relations, human capital, financial services, and social services are all new. Excuse me. Those started in January. It is always open. There is no end to when you have to submit to OnRamp. You could you could join at any time, but, it's kinda like a GSA schedule in that regard. Then it's up to you to decide when are you going to actually submit and prioritize that. Excuse me. My throat's drying out. Excuse me. Okay. I also wanna point out, that you could do what's called a lateral springboard, which means you won a domain under one socioeconomic track, and now you wanna add a different socioeconomic track within the same domain. That's an easier proposal. It takes less paperwork. If you want, let's say, originally as an SDVOSV, but not on on the small business track, you could add the small business track, rather simply through the lateral springboard. So what does it take to get onto OASIS Plus? It is a scorecard based evaluation. For those of you who already have OASIS Plus, I'm sure you already, know that scorecard quite well. But for those of you who, are not already on it, check out the scorecard. You can, find it on GSA's website. There's a different scorecard for each of the different domains, and then they split it between if you're bidding unrestricted or if you're bidding as any type of small business. If you're bidding unrestricted, you have to get a minimum of 42 out of 50 total possible points. It doesn't matter which domain. It's always gonna be 42 out of 50. But what counts toward those points, there's gonna be some, small variations from domain to domain. If you're bidding as a small business, you have to get at least 36 out of 50 points. And, again, it's... It doesn't matter which domain, except that the specific things that get you points are going to change a little bit from domain to domain, but you always have to get at least 36 points to get a contract as a small business. The question about timing, what we're seeing at Encompass is exactly what Katie said about four to six months from the time that you submit to on ramp to the time you get awarded. In fact, when, the on ramping very first started in January, we were, you know, ready to go hot out of the gate and submitted some, just a few weeks later at the beginning of February. Those ones got awarded earlier. It took only about four months for those to get awarded. But the proposals that got submitted a little bit later on this year are taking longer for GSA to evaluate. I think because as more and more on ramp proposals get submitted, their stack of proposals to evaluate gets taller, and it takes a little bit more time for GSA to work through all of that. So I would caution you to expect, six months, if not more, for GSA to evaluate and make their award for your on ramp. How long does it take to prepare a proposal? It depends on how many domains you're targeting and how well your contract documentation is organized. If you've got all of your ducks in a row and you're only going after one domain, we've been able at Encompass to prepare a proposal, from the time we first start talking to a company to the time we get it submitted in the Symphony portal, within a couple months, maybe even, a little bit less. But, but usually, it's taking at least two months, maybe, between two and three months to do a typical proposal. And then after you submit, you've got about that six month waiting period before GSA awards. Next slide, please. Okay. So if you're looking at on ramping, to add a new domain and you've already got an Oasis plus contract from when you submitted originally back in, like, 2023, and you're thinking, I'll just dust off that three year old proposal and, and put a new domain label on it and resubmit. Hold on a second because there have been some changes. GSA, when they open phase two, issued a a few revisions to the instructions. So you can't just copy and paste what you did before. There are some key differences. One of those areas is teaming. I'm actually gonna talk more about teaming in detail in the next few slides. So we'll come back to that one. QP documentation. What we're talking about for QPs here are qualifying projects. You're allowed to submit up to five contracts for your qualifying projects. That's going to be the majority of the points that you get in the scorecard. And so then the question is, well, what counts? What documentation do I have to provide? How do I prove the points that I'm claiming, and, what GSA changed in this now that we're in phase two, for on ramping. Every QP has to at least have the original contract award document submitted. If you do not submit the original contract award document, GSA is gonna throw that contract out, and they're not gonna evaluate it. You won't get any points for it, and you may not, then have enough points to get on ramped. So you have to make sure to have the original contract award document. That was not the case originally, but it is the case now. Of course, the, scorecard itself has changed to add the five new domains. They also, tinkered with the points for the original eight domains. So for example, they added, points if you have a CMMC certification, and then they removed points for... In some of the unrestricted domains, sustainability related disclosures and certifications, you know, based on some of the executive orders that come out... Have come out of the current administration, and a few other little tweaks here and there to specific scoring. So make sure you're looking at the most current copy of the scorecard when you're trying to on ramp and add a new domain. There are also some new attachments in the RFP that you need to make sure that you're aware of in the RFP package. The j p seven CTA qualifications and, meaningful relationships, or Merkle's we'll call it. So this attachment, existed before, but it was only for, if you were bidding with a joint venture, and then they've added more parts to the form if you're bidding through a teaming agreement or a CTA or if you're bidding through a Merkle, providing some additional information at GSA about those different teaming constructs. So make sure you're using the latest version of the JP seven. And then all new forms that have come, as of this year, the JP 12 is a subcontractor letter of commitment template. If you're bidding with subcontractors, you have to fill that out. If you're, and then there's a JP 13 financial data, new form. Everyone has to fill that out. And then the j p 14 for lateral springboarding, if you're going to do that lateral springboarding I talked about earlier, you have to fill out the j p 14. So, amendment eight is what came out at the beginning of this year and made most of those changes. There are some other editorial changes that don't have a big impact, but just cleaning up the language. And amendment nine came out later this year that had a little bit more administrative changes based on some language in the RFO or, some other things that have happened this year. Next slide. Okay. So talking about teaming a little bit more. Whether you're trying to bid Oasis plus, for the first time or if you're trying to add a new domain, the question is, what do you do about teaming? And so I've got some language here that's pulled, more or less verbatim out of the RFP. I'm not gonna read you all the details here. But, what's important to know about is, of course, size status is based on the different NAICS codes. Every domain has a list of, of different NAICS codes that apply. If you're bidding with a teammate or maybe multiple teammates, the, CLINs that you're awarded, there's one CLIN per NAICS code in each domain. So if there's, like, 10 different NAICS codes and there's 10 different CLINs, all with different size status. If you have one or two different, teaming partners that you're submitting with, their size status, whoever on your team, whether it's you or one of your teammates, whoever is the biggest size, you're only awarded the CLINs for the NAICS codes where everyone on your team is considered small. So you have to be very careful when you're picking your teammates to make sure if you can't bid on your own, if you're gonna pick a teammate, make sure that everyone on your team is small under the different NAICS codes for the domain that you're pursuing. And then at the task order level, section g talks about, there are different, actions that happen according to the FAR that would trigger your company as a prime contractor to have to recertify your size status. For example, if there are some sort of mergers and acquisitions activity that your company had, you have to recertify your size status. Those same rules apply if any of those same activities happen to any of your teammates who you bid with to win the domain. So, you have to keep a pulse on post award what is happening across your, whole team, whichever companies you bid with to get on to the IDIQ, whichever domains you are awarded. If anything happens to those companies, that could also affect your size status and which specific cleanse you're able to compete under. Next slide, please. Oh, and Eric, I did wanna share this. We have a a question from Wendy. Do you need to submit the j p seven if you're bidding without any teaming partners? I didn't cover that. Yeah. Good question. No. That form is only required if you are bidding with teammates. Otherwise, it's not applicable. Awesome. Thank you. Just keep going. Okay. A few more rules on teaming here. In section h, it talks about, like, what we're talking about here. If you're trying to add a domain and a mod, you already have, let's say, one domain and now you're trying to add another one and you use a teammate to get that new domain, that teammate size, they're not only looking compared to the NAICS codes for that domain, but also any previously awarded domains. And so you gotta be really careful whenever you're trying to add new domains using a teammate. That could actually impact the domains you were already awarded and what cleanse you're able to qualify as a small business under there as well. If you add a new domain on your own merit and you're not using any subs, good for you, then, you know, there's no impact there. But you have to be very careful if you are using teammates to get new domains. Next slide. I think maybe I have one more. So what's your strategy? What do you do about all of this if you're trying to get onto Oasis plus is, you know, first of all, you gotta pick what are the contracts that you're going to bid, what's the domain you're going after, what contracts does your company hold on your own to make sure that you're gonna get enough points. And, again, most of your points are gonna come through QPs. You You could also get a handful of points through what they call federal experience projects or FEPs. If you can qualify on your own, that's definitely the way to go. It makes life a whole lot easier. You don't have to worry about the size status of your teammates. But if you're not able to get there on your own, you can use teammates. You just have to be very careful to check their size, make sure that, their size against all of the different NAICS codes that apply to the domain or the multiple domains that you're targeting. Make sure that they're small, unless you're bidding unrestricted, of course. That's the big caveat to all this. If you're bidding unrestricted, great. Go for it. There's kind of no, restrictions on teaming, and and you could, you know, qualify more easily that way. But, you know, and also think about it. If you are able to qualify as a small... For the small business track, great. But if you can use the same contracts to also qualify for unrestricted, Encompass has been able to help some companies win that way. So you're getting on to both small and unrestricted, and you'll be able to see more opportunities, as they're posted on Oasis plus. And then the last point here is there are some special requirements for... If you're bidding a specific socioeconomic track or if you're bidding as a mentor protege joint venture. And in some ways, it might be easier because you've got, you know, through a mentor protege joint venture, you could use your mentor, and some of their contracts, but at least one of the QPs has to come from the protege. And if you're bidding a specific socioeconomic track like Womanone, HUBZone, SDPOSB, or eight a, at least two of the QPs have to come from some company that has that socioeconomic designation, which could be yourself as the prime or it could be a teammate. But at least two of the five QPs have to come from a company that has that socioeconomic designation. So make sure that you're meeting those minimum requirements. And I think that's what I got. Awesome. Thank you so much, Eric. So now we're gonna talk a little bit about teaming positioning and what moves look like for this year specifically. We're getting a lot of really great questions, so keep putting them in there. We're gonna get to them at the very end. But thank you guys for asking everything in here. We're gonna get to it in a second. So, Dan, I'll let you take it away. Thanks, Britney. Like everybody else, it's great to be here. Appreciate the time today. You know, we're gonna get into some of the fun stuff, I think, here in just a second. So types of opportunities. I'm a data nerd like Katie. The next couple of slides after this, you know, I love doing 80% data and 20% art form. So, right, what we try to do is we try to pull several opportunities. They happen to be... You'll say they happen to be Air Force and Space Force. No slight to any of the other agencies there, but, they were representative of the data that Katie found earlier. So... Or Gabe that Katie presented earlier. So that's why we've got these specific opportunities just so you understand kinda how we pick them, when you take a look at what's there. If you look at the overall, you know, hey. Oasis plus is no different than any other vehicle. You gotta focus on it. You have to understand what it's doing, where it's heading, what type of buys are happening there. Right? What programs and missions are being supported, by Oasis plus. And Katie presented some of that earlier. You know, it's it's it's it's an effort. It's not just a roll up on it and here you go. It's like everything else. It's a strategic opportunity to use a vehicle to your advantage, up until including even the HUBZone, right, data that was great to present because we don't hear a lot about HUBZone. I've had a number of conversations over the last few months with folks. You know, is HubZone worth it? Is it not worth it? Should I go there? Should I not go there? You know, I think it depends. Right? Like, so many things. But as you're going down the bullets here, right, you can kinda get an idea that focusing on, Oasis Plus is key to find wins on Oasis Plus. So with that in mind, Britney, if you'll hit the next slide, let's talk about a couple of opportunities, and the ones that I found in here in particular. So there's a lot on this slide. I think this one, you're gonna immediately say, oh, this one speaks for itself. I have 16 upgrades and maintenance follow one. And I would say it kinda speaks for itself. But I had a conversation with a company the other day, and I said, listen. You're in the logistics space. There's an opportunity that I think might be of interest to you, and it's tangential. It's closely enough related, for example, that, you should take peek at it, see what's going on. Now something like this, upgrades and maintenance follow on, you could lean and say it's kinda maybe gonna go to the incumbent because they're already so embedded. But you'll probably hear me say this a couple more times over the next few minutes. There's such an appetite for new, competitors. There's such an appetite for new, new new providers to come in and do work. And you wouldn't think of this, right, if you look, under likely Oasis plus patentist center and you look at third bullet down where it says, good technical services fit even though the work touches modernization and sustainment. There's more modernization and sustainment in here than you might think. Even in logistics business, there are multiple pilots that are happening right now on... It's not quite predictive failure, but it's predictive need for that work that goes through the supply chain. Right? And so there's AI fit and AI path in a lot of these things. So there is an appetite for change. There is an appetite for, you know, new blood to come in, if you will. And even though we see a lot of HTRO, with an Oasis plus, I'm also hearing more about LPTA again. That's never left, but I've also had the number of conversations over the last couple of weeks that have been people telling me, hey. Our bid went LPTA. Even the incumbent the other day said, I bid switch to LPTA at the last minute. I had to bid it at zero cost to keep the work. So there's a lot of change and a lot of swirl happening in here. Conversation I had literally yesterday, people said, well, I'm seeing a lot of awards, just for one and two bidders, and I'm not even seeing them hit the street. And that goes back to getting ahead. I've gone off script here just a little bit, but getting ahead and knowing that RFIs are important to respond to, because down selects are being made there. Alright. So that's kind of a high level on this one. Let's go to the next one because we're in a bit of the upside down, and you'll see what I mean by the third slide here. So this is another small business opportunity at a $150,000,000. However, if you look under the requirement slash incumbent read and you go down to bullet two, what you're gonna see about this one is... This is a little further out, but you're gonna see cost estimating. I'll read it right off the slide. Enterprise enterprise master scheduling, acquisition support, task management, budget analysis. There's a lot here. Eric was talking about teaming earlier. He was talking about, right, making sure you've got the right team and the right structure. Depending on who you are and what you're looking to pursue, this, I think, would be a great teaming opportunity. This is a great opportunity to get a JV together, or multiple folks on on the, Oasis plus, contract and say, look. We can go after this even as a couple of small businesses. Because it... A $150,000,000, not all small businesses can go after this even though this was awarded previously as a small business. So, right, this is, you know, nonspecific... Non nonspecific f 16 work. Right? This opens up a little bit, and I think this gives a broader cut of the types of things you see as a small business. Right? We got a small small business. We got a large small business. But this is one that I think a lot of folks could put on their radar and look at, right, under the appropriate capture strategy. This is all light capture so far. Right? This is just me saying, here you go. Here's what I'm seeing. Here's what you could lean into, I think, though, with the right teaming structure. Let's go to slide three, if we could, Britney, or my slide three. Alright. So, I saw Jose, a few minutes ago in the chat mentioned that, he likes geospatial stuff. So I thought this was exceptionally interesting. I actually dug in to find, an opportunity that kinda sit... It kinda sits mid, mid average on, on Oasis plus. And if you look at my joke about the upside down, this is actually unrestricted opportunity. This one's kinda interesting to me. If you look at, what it does is it it pulls, 1,400 feeds into what it says views across classified domains, effectively taking a ton of data and doing a ton of analysis and allowing the warfighters to make decisions, from a field standpoint as to things that they need to make decisions on. I'm not even gonna pretend to have all the answers on what that is, but what I like about it is I like the fact that, it opens up. And this one, I think, also is privy to recompete. And the reason is because a few years ago when it was awarded, AI was pretty much a nothing. I mean, we all know AI has been around for a long time, but it wasn't what it is now. And the reason I highlighted this one also is because I think there's potential for recompete. If you come to this customer, if you come to this opportunity, plus it's short term. So I wanna highlight one of the short term. But if you come to them and say, hey. I've got I've got some thoughts. Right? We've done some work that's adjacent or we've got some ideas on some modernization. I think this one is vulnerable, to somebody that comes in with the right, the background and the right, past performance. Let me, clarify one point, with regards to teaming. A lot of the teaming that I was talking about is to get onto the contract. When you are bidding to, if you're not on Oasis plus at all or if you wanna add a new domain, the teaming partners you use to submit qualifying projects or federal experience projects to increase your score to get onto the IDIQ, that's where you have to be very careful about their size status. Once you hold the contract and you're looking at the task order level, some of these specific opportunities like Dan is talking about, what teammates you decide to partner with to pursue these task orders, it's wide open. Of course, you're still subject to things like the limitations on subcontracting or the 51% rule. If it's an unrestricted task order, there may be some, small business subcontracting plan or something like that. But, otherwise, even if there is a company, you use to get on to the IDIQ, you don't always have to bid task orders with them. You could bring in new companies to partner with, on a case by case basis when you're looking at the task orders. So I just wanna make sure everyone's clear on that and understands from a teaming strategy perspective. That becomes very important once you get on to the IDIQ and you start looking for these opportunities. I love these examples that Dan brought, and it's taking all the data and trends and analysis that Katie put, in the... Into her deck and then saying, okay. What do we do about it? How do we actually... If you're on Oasis plus, if you have domains, here are some specific opportunities, the sorts of things you should be trying to research and get in position and form teams and going back to that, top 10 list, slide of, you know, here's the things that you should be doing to make sure you're in position to target, these sorts of task orders and win them. Perfect. Thanks, Eric. And, Awesome. Britney, that's all I've got. Well, thank you, guys. Yeah. Just in the interest of time, you know, I also did have a little bit, more information. Just to recap, everyone's gonna get the on demand recording of this webinar, but also the slide deck that has all of these live links and resources, everything you're seeing so far. You know, when I was also taking a look at Katie's data, a few parts and pieces really stuck out to me. It's just, you know, who the prime's working with for small business. These are direct examples linking to USA spending where you can see, you know, as the timeline progresses, how much money is actually being obligated obligated, and, you know, what exactly the requirements were for this, what opportunities it were, with the whole description of it. So I think it's really interesting when you have really great data to back up, you know, where money is truly flowing, what those opportunities really look like, as they progress. And another resource here as well, I put together, you know, a 2027 watch list of all legacy and OASIS Plus task orders that will be ending, in 2027. So really high potential to be recompetes. This is a live spreadsheet with all of that information in there. It'll give you the past incumbent, obligation of dollars, where the work was, and a really great past performance history of that specific opportunity. Alright. So now we're gonna get into some questions because there's just so many in here. There's, you know, a lot. So I'm just gonna pull some on the screen here. And I think the first one I saw was... I wanna ask Katie this. Let me put this on the screen. So Christine is asking what percentage of opportunities are posted both on Oasis Plus and GSA MASK. Do you have any insight? I do. And this is great. This comes, from, the... Doing the weather report each way. So mostly at the MRAS stage, I would say over 80%, do, GSA MAS or OAS plus as options for you to put through. So, now that's an that's an option on the MRAS side. So they they ask you what... If you're not familiar with MRAS, so it's a survey. It's sort of like multiple choice survey. It's it's supposed to streamline the RFI response. And, through that what they do is at the end they say, you know, you put in your take, capabilities etcetera, but then they ask you what GSA vehicles you have access to in it... And what NAICS code. So they'll say GSA MAS and then they'll say the SINs that go with or they'll say OASIS plus small business and and the domains. And that's kind of a tell of where else they're looking for vendors during their market research. So if it's a very narrow scope, you know, oh, they're really looking at Oasis plus because they didn't mention anything else. They're doing GSA MAS and Oasis plus or other vehicles. They know they're casting a wider net, and they haven't made a decision and, you know, it will be based on the market research. So what I've seen further, weather reports is at least 80% of the MRAS surveys include GSA MAS along with OASIS Plus. Awesome. I hope that answers. the question. Yes. Definitely. And we got another one, from Andy. He's asking, do they use MRAS to make down selects for selecting the RFQ? 100%. I've been tracking it for the last year, and I can't wait. I'm actually coming up on a year, of tracking all this data, and we're starting to see what started as an MRAS and what moved to RFQ. I think the key here, and, Eric and, Dan can chime in as well as their thoughts. But what we're seeing is that, at the MRAS and the RFI stage, they're pulling either small business or unrestricted contracts. In order to move it to a socioeconomic contract, a women owned, HUBZone, even eight a now, and SDVOSB, it is based on the response from the RFI or MRAS to move it over to the socioeconomic side. So, I think the number one, thing for q one is respond to those, MRAS surveys. Kind of the key there is, you know, the the customer is usually hidden because it's behind the GSA block. But if you respond, you're supposed to receive the points of contact for that agency within seven to ten business days so that you can follow-up with more information. Yeah. I would, agree with that. You know, responding to MRAS is super important and could help steer it to a specific, so... CO economic track. I've also heard of some of the contracting officers, who are doing a limited distribution RFP at the task order level. So if you didn't respond to the MRIs, you don't get a, a copy of the RFQ whenever it comes out, and and they're only submitting the RP to... Or leasing the RP to companies who responded to the MRAS. So, that's not always the case, but sometimes that's what's happening. So very important to to, keep an eye on the MRAS and respond to those. Brio no points. Awesome. There is another question, from Nikkita. What was the strategy behind adding new domains? Do we have any data for agency intended use of the new domains? So the only one that I've seen a clear, trajectory is the facilities domain, as I mentioned, going to the BMO. The other domains to your point, if it's not the generic ones, the m and a and t and e, which is in r and d, frankly, which are kind of, mirror with the legacy. You know, you can say pool four was this, pool pool one was this, pool three was this. Marketing has to be taken into consideration and GSA is doing a lot of marketing to try to add, add work to those other domains, but really it's a capture strategy. So you want to have visibility and you want to have I would say you want at least one generic domain t and e and m and a both if you can and you want one specific so that you have visibility into the generic to move it over to a domain that does not have as many vendors on it. Yeah. Definitely agree. Yeah. If you're just taking on the passive approach of seeing what comes out on Oasis plus being on m and a and t and e, you're gonna see more opportunities. But the more you're driving business to the contract and working with your customers to educate the contracting office on the ordering procedures and bringing them to Oasis plus. If you have a more niche domain that your company holds, it'll be less competitive because there just aren't as many companies there. So that would be advantageous for you. Alright. Another one from Carla, and I think this was directly what you're speaking to, Eric. So have you seen any springboard awards? This person submitted well over six months ago and hasn't had a response. Yeah. I think I don't think we've seen, springboards awarded yet either from our client list at Encompass. We have seen some phase two awards for domains, new domains, including some of the, the brand new domains that just started in phase two. We had some of our clients getting on to, for example, the marketing and PR and human capital domains. So those are... Even though they haven't made any task order awards yet, if you looked into Katie's metrics, there's there's nothing there yet, for those new domains, but they are starting to make awards there. Haven't actually seen lateral spring words. You think it should be quick and easy because the amount of paperwork they have to submit is a lot less, but, GSA is, I think, deprioritizing those. Awesome. And then really quick, I'd, ask this last question. And probably, Katie, this might be directly up your alley. What percent of small businesses are winning those unrestricted opportunities? There's a lot of people asking, you know, what those percentages look like, if you have any insight. I don't have the numbers up ups. I say it's very difficult for a small business to win in the unrestricted side. Very difficult. And we're we're seeing that, and and I use the legacy system to why there are so many JVs on Oasis plus is because some of the mid tiers that were small and very successful moved to unrestricted and they sort of just like died because it's it's a different... It's it's just different. You... Your your company moves differently. You are competing against, BNP dollars that are, you know, triple what yours are. So very, very challenging. If you can stay small business, stay small business. Why you would want to... If you have the points, it doesn't hurt to be in the unrestricted side for visibility. But I see a lot of the unrestricted and I would say it's like five to one ratio of the opportunities that show up in small business. Think of it this way. Small business's role in the early stages is to prove that it can stay small business. If it doesn't, you can assume it's unrestricted if there aren't a lot of responses. Why from your other slide that you had, largest who were subs to smalls is because the small businesses were very business savvy and got together and there were enough responses to move to small business and then the incumbent who was large had to sub. Awesome. Well, I do wanna save a little bit of time, and we have just under two minutes. But, again, everyone's gonna get this slide deck. These are live links. Please use the resources. Just to recap, you know, thank you so much, Katie, Eric, and Dan for joining me today. Katie is the president and cofounder of Mildred. Eric and Dan are representing Encompass Consulting Group. We have direct links in their emails and their companies for you guys to reach out, to them today. They do great work, with all types of businesses pursuing opportunities, contracts out there, but they have a lot of insight for Oasis Plus. So if anything really spoke out to you... And I know today we have so many folks on the call that are looking to get on Oasis Plus this year, now is a great time to do those outreaches. So these are definitely folks keep, top of mind. And also, GeV Dash, you know, we provide resources, AI infrastructure to compete, manage a full life cycle of the contract. So we hope you guys enjoy today's webinar. We hope to see you on future ones. Next month, we're talking all about maps. And, yes, look out for these slide decks and the on demand videos, to use these resources. So thank you so much for everyone for joining us today. We really appreciate it. And thank you so much to the panel. Thank you. Alright. Thank, you, everyone. Britney. I appreciate. Have. a great could of your another. few hours without even blinking. Alright. Bye, guys. Bye bye. Bye.
