Alright. Good morning, guys. Thank you so much for joining us today. We're gonna get started in a few minutes right at the top of the hour here. Alright. So it looks like it's 10AM my time. I'm coming live to you guys from San Antonio, Texas. I know most of you guys, it's eleven over there in DC and Virginia, so we're gonna get right into it today. So my name is Britney Winkler, and today we're gonna be talking about the 2026 pipeline strategy series, a three part series happening over the next couple months to really dive deeply into the most recent GovDash report. And we're gonna get started with the first of the series today. So let's get right into your day. Alright. So part one, this is what we're all here for today. Right? Decoding 2026 recompetes. The big idea here is that the market has shifted. Incumbents are showing really big burn rate vulnerabilities, and, honestly, the standard renewal is dead. So today, I really wanna show you guys where the funding is, looking at raw federal data and where it's going so you guys can build, you know, what I'm calling a hit list of pipeline priorities that, you know, are gonna be ready for you guys to hopefully success be successful in this year and succeed. Alright. So if you guys are just joining for the first time, my name is Britney Winkler. I am the senior go to market manager at GovDash. You know, a lot goes to my background here. I am a navy veteran. I studied political science, data visualization, all the things in government. And, you know, over the last nine years, I've spent doing a majority of one thing, that is really just turning complex federal data into actionable insights. I love the translation of, you know, not only providing really great data, but explaining it to help people be successful in this industry. So when we're looking at, you know, today's talk, we analyze thousands of budget lines to find the signals to, you know, break through the noise of what is happening in this industry, to create a really good deck, that we're gonna get right into. So my goal is you guys are gonna be leaving with a guide and action plan of how you can, you know, not only use the data that's in this report and in this talk, but, you know, take away some strategies that you can start implementing today to really build those robust pipelines to be successful with this, you know, really rapidly changing landscape. So, you know, we're gonna dive right into the reality check here. This is really just a why we're here. I really wanna do a great job of setting the stage, getting you guys in with the know some context of where the industry is at right now. And then we're gonna dive right into what everybody cares about here today. Right? The mega recompete watch list. So this is massive consolidations that are hitting the industry right now, and I really dive deeply into 25 of those across all agencies, across all services. So there really is something out there for everyone today. Then we're gonna get into the shadow pipeline and how to spot incumbent vulnerability using burn rates. And then lastly, you're gonna walk away with some intel on the mission shifts. So the new scopes of work rewriting the three main big industries here, which are gonna be your DOD, defense, feds, civilian agencies, and health. So lots are changing in this industry. So I'm gonna talk about, you know, the most high level impactful ones that you should be caring about today and why, just so we have a really good idea of not only the recompetes, you know, here's a 25 list of them and why you should care, but also getting into the background of, you know, what happened for, you know, these consolidations and recompetes to become what they are today. So now we're getting into market and tell, my favorite thing to talk about. The reality check, the why we are here. Why are you guys spending an hour of your time in this busy season, where everything is changing every day? Right? So let's start with the reality check. If you're banking on growth in this industry being business as usual usual, you're probably rapidly, honestly, finding out that that's not the game of this year. So much is happening in this industry. I feel like every time I open up LinkedIn, there is this news, you know, being broadcasted. It's just so crazy with everything happening right now. I know it's hard to digest all of the changes, but I'm gonna break it down for you guys about, you know, high level, what is happening, and why you should care. Alright. So, you know, the first thing I wanna show you guys is this budget request information. So on the left hand side here, we have a line chart of the same data that's on the right. But the only difference here is, you know, I'm giving you percent changes from last year to this year, and also looking at the exact dollar change. So we have some green positive numbers. We have some really hard hitters in red here. But let's get into what exactly this data is. Right? So looking at these numbers for the 2026 discretionary budget request, you know, I noticed a huge split in the economy, and I don't think this is necessarily anything new. Right? I mean, there's always shifts happening all the time. But it's really interesting when you look at the actual data, to really make, you know, detailed forecasts like I have here, the 2026 forecast, you know, what could be changing here as, you know, the year progresses. But the really big things here is defense is up 13% of their budget. Homeland Security is up 65%. That is huge. That is really unheard of in this space. And that's, you know, entirely due to the administration change and all the policy that is coming down the line. And then, you know, also labor is down 35%, and health and human services, all of your HHS agencies are being cut by only by almost 30%. So, you know, really big numbers to look at here, you know, affecting multiple agencies, all of the sub agencies within. You know, I'm looking at what their budget was, what they actually spent last year, and what they requested this year. So when we're looking at these changes, especially percentage wise, I mean, these are great signals that you can take today to really build out that future pipeline. Alright. Moving on. So here's the operational reality of why I even showed you guys that data in the beginning. It is really just to show you guys that we're entering an era of what I'm coining the phrase as the haves and have nots. The haves are definitely going to be your agencies that are focusing, you know, DOD, DHS, the border security, all of those missions right now. I just showed you, you know, a 65% increase in DHS alone, really huge numbers. That gives you a sense of, you know, what is gonna be happening for the next year to come. And, you know, it's showing that, you know, if your pipeline is heavy on admin support for labor or interior, any of those agencies that are, you know, trickling down into the those red hard numbers, you are ultimately going to be fighting for a piece of a shrinking pie. Definitely, the work this year is mostly into those, you know, DUD, DHS, and health. And I'm gonna show you guys a little bit more about what exactly I mean for that, and we're gonna get even deeper into those numbers. And there's also, you know, a huge warning signal for small businesses. I know everyone here is keeping up with what is happening with small businesses, specifically eight a's and, you know, the line by line reviews here. So a big idea here just to keep in mind that, you know, small business participation is already down nearly 50%. And the generalist small business here is becoming instinct as we're looking at, you know, what is happening in the industry. So, you know, I'm making an urgeful note to become really mission specialists in the space if you are a small business. Alright. So I really wanna start off with DOD. This is, you know, my bread and butter here. So drilling into the halves, the Department of Defense is $961,000,000,000 for their spending this year. And that, you know, total spend is up 10% from last year. And also small businesses spend is, you know, just at 3% here. And looking at this number, looking at all of these data points combined, the real growth engine right now in the department of fence is going to be your five four one NAICS codes. No surprise there, but specifically, it's going to be your computer system design codes, in your services, which is up, you know, 7%, which is a lot when you're looking at all of the numbers together here. So if you're an IT or you're an engineering, this is definitely your lane and take these signals with, you know, the added context here. And I even included, you know, small business market share here of what was spent last year. Those numbers are already in. You can definitely see, you know, eight a was really leading the charge compared to the other small business categories I have here. Alright. So now looking at the top buying organizations for the Department of Defense, looking at 2024, '25, and then, you know, using all of that data and more up to, like, the last ten years to build a really accurate 2026 forecast of what is gonna be happening in the market. So you guys can see here Navy has historically led the pack. Then we have Air Force following close second, Army, DLA, and then, you know, Department of Health agencies here, the DHA. It's very important to remember, you know, not only are, you know, all the defense agencies, the intelligence community, everything like that, but also health is, you know, driving a huge share in there, especially technology wise. Alright. So getting into federal civilian agencies, this is gonna be your DHS and all of the agencies subagencies that, you know, are under this branch here. So Homeland Security is honestly the growth story of 2026 when I look at the numbers here. Contract spend, as you guys can see, is up 17% year after year looking at the last two years. But the number of contracts is up almost a 140, which is, you know, really unheard of compared to all of the other numbers I looked at to build this report. So if you're gonna take anything away today, definitely know and understand DHS is planning huge missions for this year and the next years to come. And the, you know, the biggest idea to also remember here is that the DHS, the federal civilian agencies, are buying faster. They're really streamlining how they're, you know, looking at contracts, and they're buying in smaller chunks. And I will, you know, also iterate a little bit more on that as well. But also looking at the small business market share, you know, this is also just always really interesting to look at, you know, what DHS is spending per small business. So, you know, service disabled veteran and small business definitely leading the charge here. Almost 30% of the work is being done by these small businesses here. So, you know, very cool numbers to look at. You know, almost screen on everything here. But, you know, the one thing that I did see here, this positive 11% is really similar to DOD. It's gonna be this computer related services, anything under May. So, you know, if you're aligned with anything that has to do with, you know, the 05/19, it's a really good lane to stay in for this year. And, you know, also really comparative to DOD, these are also the top buying organizations for the DHS. So looking at this chart, you know, same data, also coming, you know, today with a 2026 forecast for you to, you know, put into your plans of budget here today. FEMA is definitely leading the charge and has done historically. We're looking at $71,000,000,000, you know, over, and it's only gonna increase this year. And, you know, we got the custom border control patrol here, you know, also second place. TSA, you know, more sub agencies here. Really interesting when you look at the data. Right? Who are the key players in the space? I'm showing you this so you can understand, you know, who are the agencies spending the most on these critical missions that you see come through opportunities. So it it gets you a really good signal when you put this together with what, you know, agencies and officials are actually saying. And, you know, lastly, I always wanna end with, you know, some health information, HHS, all of those key sub agencies that go into, you know, how, you know, mission success looks on the health sector. So HHS is definitely an efficiency story in my opinion when I'm looking at the data here. Discretionary budgeting is definitely being cut unlike any other agency out there that I'm seeing. Small business spend is down 19%, but a really bright spot that I'm seeing here is that five four one, NAICS code area specifically. Again, it seems to be a trend here. Everyone is spending a majority of their money looking for the services that are computer related. So, you know, really great insights here. Even in the budget cut of things happening in health, they are still making it known that technology is still being requested. It is still mandatory to the mission even though those priorities are changing all the time. And similarly, here are some top buying agencies and organizations for health. So you can see here, historically, CMS has been, you know, the proprietary leader, for the last two years, expected to grow, you know, quite significantly this year. And when we're looking at CDC, you know, NIH, they they just really don't compare to what, you know, CMS is doing here. Alright. So now that we got kind of the backstory out of the way, I really wanna spend, you know, majority of the time here today talking about these mega recompetes, looking at where you need a target, looking at consolidations happening in the market right now. And, you know, I'm gonna be very explicit. I'm gonna name names. We aren't just looking at what's coming. You know? We're looking at notice IDs, the past and previous ones, the current ones, you know, incumbent spend trends. I can give you a detailed list on every awardee named on these recompetes coming up, and I do that in my report. I give you, you know, explicitly who to reach out to about these recompetes, specifically their contracting officers who hold the keys and the information. And, you know, this is really just really great information, Intel, that can fuel your win strategy depending on how you use it. So, you know, going along with the trend here, I'm gonna start off with defense, then we're gonna get into federal civilian and then some health. So in defense, the trend is definitely consolidation, especially the last few years, not just the steer. Right? They these recompetes aren't just renewals. These are really, really thought out packages here that are driving these vehicles, and they're merging silos here. I mean, I think everyone has been tracking maps. We got some more down here, you know, AFCAP, LOGCAP, you know, SOF services. Really, every branch, every, you know, central intelligence agency, all those things are becoming, you know, consolidated. And that is, you know, entirely due to the administration really trying to, you know, streamline the way people work with the government. And we're seeing that, you know, through far deviations and, you know, updates and, you know, trends, NDA that just came out. So much is coming out, you know, to really back up why the agency is moving at this speed, why they're merging, to really, you know, help us come up with a a better understanding of why. You know, for example, MAPS consolidated two huge, contracts. So I'm gonna be detailing, you know, some of these opportunities in here. Again, these are just, I think, about five of the DOD contracts I include in my report. There are about 20 others. So, you know, if I don't speak on something today that catches your eye, definitely look at the report. There's 20 others in here, and I'm showing you exactly the same data in the report. So make sure you guys are downloading it, and, you know, hopefully, taking away some really great insights. And if there's anything in there you wanna talk about, towards the end of the chat here, more than happy to do that. Alright. So first, I'm gonna jump into probably the most well known contract vehicle in this agency and in this industry, honestly, and that's gonna be DOD Army Maps. This is the big, yeah, $50,000,000,000 merger of the old. If you guys are familiar, the r s three and the I test three s contract. Each of those individual contracts were through the army. They had hundreds of awardees per contract. But, you know, the army ultimately decided, I think it was last year, to merge these two things. So, you know, huge signals here about how the army is going to be working for not only right now, but, you know, the next years to come. So when we're looking at the intelligence that comes into here, we just had a major presolicitation walk through in in maps industry day on it was January 28, where industry came together to officially confirm that they are proceeding with this acquisition. And I feel like this is something I've been looking at for the last few years just waiting to hear that they are officially proceeding. So, you know, we're tracking tons of opportunities and task orders on those past two iterations, r s three and the I test three s, that are, you know, still expiring right now. They're still going on. There is still opportunity to jump on that before the release of maps. All of those expiring task orders are in my report. And, you know, I think there's about 50 of them. So, I mean, lots of opportunity there. And if that's your work, you know, with the army and everything and you haven't been engaging with this contract officer here that I I marked down, I have two right here. These are really great people to reach out to to learn more about, you know, what is gonna be happening with this contract. We also have, you know, some solicitation release estimates, and, you know, an eventual awardee date with over 400 awardees to begin with. And I can really see this taking off just like what we saw with the MDA shield, you know, turning into, maybe a trillion mark, and, you know, potentially thousands of awardees. Just really depends how it goes. But, yeah, this is a really great initial incumbent analysis. You guys know that there was hundreds of previous awardees on these vehicles. I'm just detailing, you know, some awardees that really stuck out to me. And yeah. I mean, these are really big players in the space. There's always opportunity for subcontracting. But, know, take everything with a grain of salt here. Really focus on where you fit in in the industry. Maybe you're not prime. You're a small business looking to kind of branch your way in here. Looking at incumbent data is such a smart move on, you know, learning strategies how to get that done. The next one I wanna talk about is the United States Air Force's AFCAP six. So this is a $15,000,000,000 vehicle designed for rapid global response. Everything from contingency construction to disaster relief, there is so much opportunity here. And, you know, I'm showing you guys this the really similar incumbent, competitive analysis. There was, you know, so many awardees on here. These are really just the hard hitters that caught my eye. We have a final RFP targeted for next year. Same awardee date, similar to maps. You know? But the draft RFP RFP is expected late this year. It could come earlier. So this is always really great information to keep in mind. And, you know, also, one thing I wanna mention in the report, these are all clickable links. They take you to the very specific task orders that are expiring here in USA spending. And then also a link directly to, you know, either the current or previous opportunity link via SAM. That way, you can, you know, keep up with it as more updates happen. Alright. And then so, you know, this opportunity here, I did wanna mention that we are in the currently in the pre, RFP phase. And the second version of the sources sought just came out in December. So, you know, all of these put together, everything I'm showing you guys here today for the specific, recompete is, you know, very clear signals coming from the air force that they are really redefining their acquisition strategy and really looking for something very mission focused here. So yeah. You know, also, we got Robert here, a contracting officer. If you're not in contact with him already and this is a vehicle that interests you, I mean, here is his email. You can also find him on LinkedIn. Right? Network. This is really great intel to always have in your back pocket, whatever it might be here. Alright. And then we are moving into DISA. So the JWCC, another huge billion dollar, $9,000,000,000 exact recompete that is making its way through 2026 right now. So the official solicitation is estimated for the end of this quarter, actually, of 2026. When I'm looking at, you know, the incumbent competitive analysis here, we got really huge heavy hitters again, and this is a trend you're gonna see with DOD especially. We got Amazon, the heavy hitter here, almost $2,000,000,000 in current task orders and contracts right now. Then we got, you know, also key players, Microsoft, Oracle. So the big thing here is, you know, the follow on JWCEC is designed to bring in even more specialized cloud partners and providers than ever before. Alright. And then the last DOD recompete I really wanna spend some time on today is gonna be this LOGCAP six. So it's a giant, you know, $82,000,000,000 recompete coming up. The major industry engagement event in Dallas was rescheduled due to weather. It's now happening March. Take note on that. And, you know, just some really great insights on the who previously won this, what they're doing it with it right now. Solicitation, you know, going to be released probably this summer of this year with the anticipated awardee date of early next year. So the more intel you have on, you know, what a contractor or vehicle did in its first iteration or the previous one is only just gonna help you figure out what is gonna be happening in the future with it. Alright. And then we, you know, we also have some USOCOM. And then, you know, I really wanna make sure we have some time to talk about FEDSIV and health. I'm looking at, you know, some similar recompetes here, that mega recompete watch list I know everyone here cares about today. So on the civilian side, really big things here. We're seeing a massive disruption, and the government is moving away from, you know, the old way of doing acquisition, really moving towards specialized tech heavy, competition here. So, you know, I mentioned let's see. We got three really big recompetes coming up that I think is on everyone's radar. There's so much news coming about these. Almost, you know, every week or month, I see something crazy happening with them. So I really wanna detail these. Again, you know, look within the report. There is a total of 25 recompetes. I detailed just like this. All the links are clickable. That way, you know, you can do your own due diligence and stay up to date with all of the updates that are coming down the pipeline as these recompetes move and adjust through this year. So this first one here, we got DHS, a cellular recompete, 3,000,000,000. The first oh, the actually, the final solicitation was released last quarter. So this one is moving very fast. Then we got DHA, you know, Omnibus. Everyone is familiar with this. I feel like this might be the hottest topic in health right now in defense. But, you know, a $10,000,000,000 ceiling right now. There's, you know, a lot of avenues for small businesses, specifically that eight a to on ramp. So, you know, we got it was announced this year. And if you're in the medical research and development, biotech, all of those kind of technologies, this is your chance to get on a massive vehicle to make your entryway, you know, even if it is just subcontracting and jumping on task orders. I mean, you know, this might be your oasis plus of health. Alright. And then this one too, a $196,000,000,000, specifically for the VA, that community care NextGen IDIQ. So this is a clear signal that, you know, the VA has officially moved to a multiple award model. You know, this is a full and open recompete. We have three previous bidders on it. So, you know, TRICARE West, UnitedHealthcare, really leading the charge, but we're gonna see some new entrances to new incumbents this year. So this one is another one to keep top of mind, especially if you are in the VA or the health sector. Alright. And then, you know, getting into spotting the incumbent vulnerabilities, what what do I mean by a burn away a rate? Right? So when everyone else is fighting for those IDIQ seats, new vehicles that are coming out, the smart money looks for vulnerability in the market. Specifically vulnerability in these vehicles that I just detailed you guys today. So I'm calling this the shadow pipeline. Right? When I'm looking at really you know, the really very important in my my opinion, contract vehicles. When I'm looking at, you know, how much task order opportunity that they have, you know, combines up to almost 30,000,000,000. And I that I came to that conclusion, you know, based on the vehicles that I mentioned in my report. Take a look. You know, it's very detailed information. But, yeah, almost $30,000,000,000 in task orders where incumbents, you know, seem to almost be asleep at the wheel. There is so many hundreds of opportunities, billions of dollars still up for grabs in these vehicles. So, you know, just keep that in mind. You know, don't always just be in the waiting of the maps or, you know, an omnibus. What is something that you could jump on right now? And that is where expiring task orders and that kind of information comes into play. So the mission shift, once you find a target, you find your niche, you understand the budgets and what is going on in this space, you need to really align with the mission shift. So I'm gonna give you guys a really good breakdown of what is happening right now. That way, you know, as you're writing your proposals, you can keep in, you know, top of mind what an agency is truly trying to accomplish with the mission, with the vehicle, with the contract to be successful, you know, as possible here. So, you know, I'm gonna break it down based on defense, fed, civic, and health here. In defense, you know, delete the word sustainment and replace it with deterrence. In federal civilian agencies, you know, delete process management, maybe replace it with, you know, security hardening, things like that. In health, watch for the scope traps specifically with the consolidation of 20 divisions down to 15 that we just saw happen. The incumbents past performance is likely too small now. So this is your signal to either partner up or look for those avenues of how you can team. Right? Alright. So, you know, these are also snapshots from my report here. So what I did was actually just look at not only their 2026 budget request, but specifically what the White House had to say about this budget. And then also looking at the strategic plans that each agency put out earlier this year and towards the end of last year, really detailing their mission categories of focus, what they're trying to achieve this year with the new opportunities, recompetes, and contract opportunities coming out. So this is another great place to start if you are looking at, you know, forecasting where an agency is gonna be headed. So the biggest thing to keep in mind here with the DOD is really simple. Right? It's just reestablishing deterrence, rebuilding the military, reviving Wario ethos, and, you know, being really optimal with how they're reforming the acquisition process. Looking at, you know, DHS, all of the federal civilian agencies here, one thing that stood out to me more than the others here was the secure the border, the six mission categories here, which, you know, counter, terrorism, secure, manage the borders, administration, you know, immigration, cybersecurity, being resilient, combating exploitation crimes. A lot to go off of here. You know, also just keep in mind all of those NAICS code, service codes. But this is explicitly what the Department of Homeland Security put out earlier this year along with, you know, their huge increase of a budget request to accomplish all these missions this year. And then, you know, lastly, ending with health. So HHS here is reorganizing. We have seen the shifts happening, especially during the last few months here. Right? So reorganization, they are really truly looking for efficiency and integrity here with how they, you know, really operate the whole acquisition pipeline here. So data handling and tech driven efficiency are the winning things. You can see their 2026 budget looks a lot different, comparable from DOD and DHS. But still keep in mind, you know, it's very heavily tech focused, cloud, cybersecurity, AI. Their mission categories here are just, you know, really trying to streamline and reorganize the whole system of health, looking at, you know, CMS, chronic disease, restoring food safety, tribal services, modernization, looking at scientific integrity. And this, you know, aligns with exactly what I was showing you guys with those NAICS codes. Those green and red numbers, it was either up or extremely down. But this was, you know, also data that I packed out of their health agenda strategy wise for 2026. And also in the report, you know, I put exactly where I'm getting this data. So it's never a guess to where I'm getting these numbers, I'm getting these, you know, ideas from. It's very explicit, very accurate information here. And I I want everybody to have access to where these sources and this intelligence lives. I don't wanna be a gatekeeper of any information ever. So you will see that on every slide that I mentioned in my report. Every page has, you know, detailed information of where to find more of this information if you want to. Alright. And then, you know, we're coming up to really the ending of this, chat here with you guys today. And I really you know, I mentioned walking away with some actionable intel that you can use right now, not only just, you know, having screenshots of really cool data, but, ultimately, what are you gonna do right now? Four steps to build your winning pipeline with, you know, not only the recompetes, the expiring task orders, but also in my report, I detail over 50 new opportunities, that are right now moving through your pipeline, through the industry's pipeline that I think you should be adding on your radar right now. So the first, you know, the four steps to building a winning pipeline, especially this year with everything I just mentioned, It's really targeting those mega recompetes. Right? Look for consolidations in the market, maps, log cap, if you're looking at DOD. You know, huge vehicles were just canceled. The the CIO, s p three, all those things. There was supposed to be a fourth one. We're not gonna see it anymore. Just look at, you know, what is happening in the market, looking at those recompetes, not only, you know, a future recompete, but what is work that is still being filled up right now that I can jump on to. Specifically, look at that expiring task order list in my report. The second one here, spot vulnerability using burn rates. And I what I mean by burn rates are just looking for when the execution of a contract is stalling. Right? Yeah. Understanding who has won in the past, who is, you know, most likely to win in the future, not only just looking at mission strategies that every agency comes out every single year with, but also looking at the data. Right? You can see who has historically won for, I think, the last ten years in USA spending at pdssam.gov, the small business data, you know, database. There's so much intel out there to really make a great forecast for your specific business. And the third one here, you know, map your solution to the mission at hand. DOD, for example, remember I told you guys, it is very highly focused on deterrence, streamlining acquisition. The VA is buying more modernization than ever before compared to any other agency, honestly. And, you know, look at those, you know, generic proposal fails that I mentioned, you know, really taking in you know, when you're responding to something, you don't wanna you wanna be very specific, mission focused. You wanna be in the know. You wanna show that you truly understand what the mission at hand is and being really great at, you know, describing what you can do to fix it. And the fourth one here, reverse engineering the win. This is probably my favorite to go over. You know? I shared so much market intelligence with you guys, so many dashboards, so many, you know, huge packages of what is happening with a vehicle or an expiring task order list. Use all of that to really reverse engineer what is gonna be happening in the market. Right? If you have data from the last ten, five years of what happened with an agency, it's pretty easy to come up with a conclusion of what is gonna be happening this year and the next years to come. But, you know, it's also not just numbers and data for, like yeah. Putting together a really detailed forecast calculations. It's also looking at mission statements, what agencies are saying, what they're doing, what they're spending money on, who has won in the past. When you take all of that into account, this is exactly how I put together this report. So it's not just numbers. You know? It's really taking into account the whole context of the industry.
